Education

Diplome de l’Ecole des Hautes Etudes Commerciales, a French Master in Management. Graduated 1978.

French Baccalaureat  (1972-1973): Maths, Literature, German, English.

Employment history

I am currently Managing Director of Datong Lifeline Ltd., a non-profit organization headquartered in Hong Kong.

From October 1995 to July 1998, CEO of Medecins Sans Frontieres (MSF) Hong Kong. MSF is a leading international medical aid agency.

As executive director of the Hong Kong section my responsibilities included:

  • the overall management of the section;

  • the coordination and supervision of a team of eight;

  • the definition and implementation of specific policies (human resources,  press and media, fund raising and financial management);

  • to ensure adequate support to MSF operations, first and foremost in China and other Asian countries;

  • the responsibility of a US$ 3 million budget; and

  • the setting up and development of a branch office in Singapore. 

 

As executive director, I represented the Hong Kong section in the 19-member International Council.of MSF, which has the ultimate responsibility over the principles and orientations of the organization.

 

From 1990 to 1995,

I worked as an independent consultant for various non-governmental organizations (NGOs), including Fondation de France, a leading public charity based in Paris. My missions included:

  •  providing consultancies on endowment-building strategies and  setting-up of foundations for Fondation de France in France,   West Africa, Indian Ocean islands and Vietnam;

  • representing Fondation de France in international meetings and seminars;

  • organizing workshops, seminars and meetings on foundations and philanthropy in France, Senegal and Mauritius;

  •  evaluating social and economic development  programmes implemented by NGOs in Senegal, Mali and Peru;

  • recommending specific grants and development projects to donor agencies; and

  • advising NGOs and charities in France, Senegal, Mali, Madagascar, Mauritius, Lebanon, Vietnam, Philippines, Peru and Colombia on their development policies and strategies.

 

1987-1990

Director of ALDEA, a Paris-based non-profit agency designing and implementing income-generating schemes and financial tools for marginalized people in France.

I was in charge of:

  • Coordinating a team of 10 people;

  • Organizing workshops, seminars and public conferences;

  • Raising funds for the organization and its various projects; and

  • Developing publications jointly with other agencies.

During the three years, I raised the agency’s profile both in terms of                     international links and public exposure.

 

1986

Short-term missions (in the area of communication and fund-raising) for various French NGOs involved in international solidarity actions.

 

1983-1985

Coordinator of development projects in India for ACIAD, a Paris-based NGO.

 

1981-1983

In charge of identifying local partners and setting-up health, employment and vocational training programmes in the slum areas of Bombay and Pune (India) for INTERAIDE, a French aid organization.

 

Research and publications

 

Books:

1986

Contributed two chapters to Tiers-Monde: mythes et realites. Ed. Economica:

  • L’explosion urbaine, a research on the challenge of urban population growth.

  •  La democratie dans l’Inde des castes, on caste and democracy in India.

 

1992

Editor of Reperes a travers le monde des fondations, a presentation of basic characteristics of foundations throughout the world, published by Fondation de France.

 

Reports:

1984

Rapport sur la contribution des entreprises de l’economie Sociale a la creation d’activites, a report for the Ministry of Social Affairs on the economic impact of third-sector organizations in France.

 

1988

Evaluation d’une entreprise d’insertion: le GARE-BTT a Besancon, a paper presented at Assises de l’Emploi, a series of public regional gatherings on the issue of job creation organized by the French Ministry of Employment.

 

Articles:

Contributed various articles on development and humanitarian issues, including a report on the situation in Bosnia for MSF-Info  (July 1992).

 

Civic Societies

From May 1998 to September 1999, member of the board of MSF-Australia.

From 1990 to 1996, I sat on the board of MSF France.

From 1994 to 1996, I was deputy-treasurer of MSF and a member of the board and treasurer of Epicentre, a research centre on field-epidemiology set up by MSF. I also sat on the board of Fondation Medecins Sans Frontieres, set up to research issues and challenges facing humanitarian action and organizations.     

 

My involvement included:

  • Advocacy efforts by MSF to publicize humanitarian issues;

  • Field-missions to Sri Lanka, Bosnia, Guatemala, India, Madagascar, Vietnam and Burundi; and participating in and organising seminars.
